Procedure: The Borg generally do not assimilate individuals and instead prefer to target larger groups, such as spaceship crews and planet populations. However, one exception was Locutus which we will talk about later. When in the presence of a few individuals, Borg drones ignore them completely. This policy remains in effect until an individual demonstrates some quality deemed worthy by the Collective or poses a threat to Borg activities. Source
