To make this mermaid tail cookie, I cut the water splash by hand with a template (the template is in the Cookie Art Club!) and the mermaid tail shape is from Ann Clark Cookie Cutters. Before baking the cookie, I pressed the two shapes together at the seam. The first layer of paint is Blue Jay luster dust from TheSugarArt.com.
