On both occasions, this led to the lowest tariff for grid-connected solar PV in Southeast Asia. For the 60 MW under Phase 1, ADB’s Private Sector Operations Department (PSOD) facilitated the bidding process by issuing letters of support and providing indicative term sheets to 20 of the 26 bidders. PSOD eventually led and arranged the financing package of the winning bidder. This integrated approach led to the achievement of the project outcome (para. 6).
