为什么会这样？因为 Codex Desktop 是一个桌面应用，它不像浏览器那样会自动吃系统代理。它启动的时候，需要显式读取环境变量里的 HTTP_PROXY、HTTPS_PROXY 这些，才会走代理。如果这些变量没设，它就以为自己能直达，结果就是等半天没响应，只好进入重连循环。
