That is a categoric denial and should go some way to assuaging concerns about RTX 50 laptops. But then again, Nvidia was very confident that the initial missing ROPs issue only affected RTX 5090 and 5070 Ti models. It was only when an end-user posted proof of missing ROPs on their RTX 5080 that Nvidia admitted there was an issue there too.

That's a clear and unambiguous denial. The slight problem is that Nvidia originally claimed that the missing ROP debacle was restricted to RTX 5090, RTX 5090D, and RTX 5070 Ti GPUs, only to later concede that some RTX 5080s were also impacted.
