On the right side, scroll down and click on Taskbar. Choose Taskbar behaviors. Uncheck the Show hover cards for inactive and pinned taskbar apps option to disable the hover cards.

Hide Taskbar is freeware that lets you hide only the taskbar and not the Start Button, with click of a hotkey shortcut. Simply download and run the app.
